My head is 21 inches (as an adult) and I went with the 2-5 year old hat and it fits great. Also has room to make a little bigger or smaller if needed.

Q: Are these hats for kids?

Yes. I bought this hat for my 18 month old grandson. Fits nicely with adjustable strap in the back. Says for 2 to 5 year olds. I think he will wear them for a while. Very nice quality.

It will be little big for 8 month old baby.
