I have two (4tb). runs at full speed on one pc and half speed on another. i believe this is because a pc is pce-e gen3 (x2) rather than gen3 (x4)?

Very probably. I would have a similar issue as the fast NVMe socket in my motherboard runs at gen3 x4 (with a high performing) CPU, whereas the 'standard' NVMe socket is tied to gen3 x2 (as the 'fast' socket also would be with a lower performant CPU). This kind of staggered spec. changeover is quite common, the market leaders usually try to get a jump by adding the latest toys before everything is fully ironed out and compliant through all components.
