Can this handle boiled water?

I would think that it cannot handle water that is a rolling boil. You can either let the water cool some or not bring it to a full boil.

Does it have a drain plug?

There is no drain plug. Just a collapsible basin.

Dimensions of small? Both large and small are listed as 16" yet small appears ...smaller

The small one is not big enough to Hal more than a couple cereal bowls. The big one is good for plates and things but frying pans do not fit inside all the way.
