does it come with staples?

No & I highly suggest you order the staples online from arrow directly or amazon if you can find them. You cant just buy any universal staples & think it'll work bc it wont. I tried highly quality brands of universal ones & they either don't fit or get stuck inside. I ended up using a regular office stapler for my solo cup light project bc the staples were hard to come by( I didn't want to wait for shipping). Hope this helps.

Will this staple heavy duty 1/4 inch wide staples flat just like an office paper stapler?

If you are stapling more than one piece of paper yes....keep in mind it’s a heavy duty stapler...so you have to have ample papers so when it fold the staple they don’t rise....

Why is this listed as a user of stainless steel staples ? The manufacturer says it uses steel only and do not make ss staples for it ?

That is a very good question ...I will give you a few variables for an answer, I hope the help you... As you know SS staples are or SS in general is not an easy metal to bend. That said the steel staples are you best bet unless, you are going to a air power staple gun than you can use SS staples . I personally think SS staples are very expensive so I would re think your project. Hope my response helps...

would this work on cardboard mailing tubes?

If the mailing tubes are on the light/thin side with plastic end caps, yes this tool will work. We wouldn't recommend it for heavier type mailing tubes.
