Yes, you can use it without the casters. The casters are removable.

Is the top strong enough to hold a Cricut on top?

I have a 75-80 lb multifunction printer on the top of mine. I would think a Cricut would be fine.

How high is the unit *with* the casters? I've found out the hard way that most of the time the measurement does not include them!

The cabinet *with* the casters measures 23.6" H. I needed a cabinet less than 24" and this fit perfectly under the desk.
