It should only be used when the temperature is below the effective range of the heat pump. Generally that is somewhere between 0 F and 32 F depending on the type and efficiency of your unit. In the standard heat pump mode the thermostat should be set in the "heat" position which is basically the AC running in reverse without any axillary resistance heat. When the temperature goes below freezing the reverse AC mode will not produce adequate heat at which point you activate the axillary resistance heat by switching to the "EMH" position. I am confused when you say "both heaters are turning on simultaneously. Do you mean the heat pump is working to produce heat in addition to the resistance heat module of does your air handler have two resistance heat modules? You should consult the color codes specified in your air handler installation documentation and see if it correlates with the thermostat literature color codes. You should have one wire which activates the heat mode of the heat pump and another wire which activates the resistance heat module independent from the heat pump but still utilizing the fan induced air flow within the air handler. A simple solution might will be that you need one more wire in the thermostat signal cable. This is a common problem when a newer heat pump unit was installed as an upgrade to a standard central air system or even an upgrade to a heat pump without axillary heat. Sometime the axillary heat module is added to a heat pump at some point later than the initial install.
