Has anyone used these on LVT vinyl?

Yes there great. Stopped my furniture marking my wooden floors and also help heavy furniture table / chairs easier to move if hard to lift.

Are these pads 100% rubber, because I want to use them out of doors where they will become wet.

It's hard to know exactly what they're made of. None of the blurb on the web page mentions outdoor use, so I wouldn't trust the material, or the adhesive, to last long in sun, wind and rain.
