Yes, the USB light bars just need to plug into a standard USB-A outlet and draw power from that. The desk monitor light bar can be used as long as the monitor has a usb-a port.

What is the color of the white option? Is it a warm or cool white?

Seems to be a cool white. Definitely doesn't have any orange or yellow tint to it if that's what you mean by warm.
