In answer to your question, I had two external monitors plus my Mac on the desk riser and there was no problem at all. So yes

The desk I received doesn't seem to rise to full height. Is there a trick to get it to open fully?

The first thing is to check that you are not exceeding the maximum weight. Then see if you have removed all the cable ties and packaging. If there are all clear the try lowering the desk with out a computer on and then raise it. If it gets to the full height without a load, then try with your computer on. If there is still an issue then speak to customer services. For me they have always been excellent.
