Can I cut these in half w/a wire cutter?

I doubt wire cutters will work you need a small pair of bolt cutters or a hacksaw.

Want to insert into polymer clay herb garden labels (1x4x1/4"), so pretty light weight. What size would be strong enough to support if cut to 6" long?

I think the 1mm would be strong enough. I cut the tubes in half and make appetizer picks with them and they hold up well with beads on one end and appetizers on the other . Hope this helps.

could i use these rods to hang clay from in an oven?

they will be hard to bend into a hook if that's what you plan, as they are very stiff but with the right tools yes, may be overkill unless the clay is heavy

What is the tolerance for the diameter? Are they truly 1.5mm or 1/16"?

I used the rods for a garden project so I’m not sure if that answers anything for you. It was a light weight project…..

I am using these to mount felted mushrooms as though they are "specimens" and they are perfect for that. I'm sure most people won'y be buying these for something similar but the quality is very good for whatever you are using them for.

Great Chinese metal

Great rods what can I say. Just be careful I dropped something and tried to catch it while holding one of these and I hit it on the table and almost shoved it all the way through the palm of my hand. It did not bend. Bit!!!
