Does this dustpan have a rubber lip?

No, it does not have softer rubber lip but has finer tip than other dust pans I used and it works great. Better than some others.

Does it snap on to a broom?

No. You would not want it to snap to a broom. It is a good, heavy-duty dustpan and you will use it with a brush. (Try "Weiler 44354 Counter Duster, Flagged Silver Polystyrene Fill, Wood Block, 8" Brush Length.") on Amazon. The dustpan would have to be smaller and flimsier to snap to a broom. At least, that's what makes sense to me!

Made in usa? above it says, "country of origin: china"

I don't know but it is very sturdy. Not cheap like most.
