Can this be mixed with a moisturizer or will it dilute the product too much?

In my opinion, mixing this with a moisturizer would definitely dilute it too much. It's already a very thin consistency.

How do you know what color to use?

There is a color match on Ulta’s site, you can use to help you if you already have foundation from another brand. I had Nars in Vienna and it matched me with Pacifica #22. It’s was a tad lighter but it blended well.
