Is this product gluten free? Made in a safe, gluten free facility that doesn't process wheat?

This manufacturer does have a facility like that.  However, this product doesn't have the label showing it.  So, no, this one is not gluten free.  The plain facility processes wheat flour so don't make exceptions.  Look for the Hexagon GF symbol on the front of the package and if it's not there, don't buy.  These mixes can be made from individual ingredients.  You're safer buying whole spices and grinding them fresh if you have Celiac.

So about "bengal gram" claiming to be gluten free.  Don't believe this.  It's based on people not knowing how grains and pulses are processed.  Where will that bengal gram be turned into a powder?  The same place where they make wheat flour.  If things don't claim GF, they aren't.

the directions are not readable bc they put a sticker over it, is there any way someone can post the directions for making sambar ?

Depending on how many people are going to eat it this is recipe for 2-3 people.
In a cooking pot take one cup pigeon pea lentil. You can also use red lentil.
Wash the lentil very well. Depending on the amount of lentil fill the pot with water, add a teaspoon of turmeric and 2-3 teaspoons of Sambar powder (less spicy) or 2-3 tablespoons of Sambar powder (more spicy).
Let the lentil cook with the turmeric and Sambar powder and the water in it.
Take another cooking pot. Add a tablespoon of ghee, clarified butter or oil. Add one finely chopped onion, one green hot pepper (depending on spice level) chopped, a few curry leaves and a teaspoon of black mustard seeds. You can also add chopped tomatoes and vegetable in the pot if you want with the onions and the curry leaves.
Once you start smelling the aroma of the curry leaves and the onions look soft and cooked put the entire lentil from the first pot into the second pot. Keep stirring for a few seconds and add more water if the Sambar gets too thick (depending on your taste). Let it simmer for a few minutes. Turn off the gas. Add chopped coriander for garnish. Also add salt to taste. Eat it with rice or any bread.
