Im after 28cm wheel what size do i need to get?

The Large is 11 inches, which is just under 28cm. The XL is 12.6 inches which is 32cm.

Could the wheel fall or be knocked over, or is it stable?

Wheel is very strong and stable. It's also has a adjustable screw at the back depending on how high you need it.

Does the base move about when placed on wood when the hamster is running around in the wheel or would it need to be placed on a cork mat ?

Mine came with a Cork mat, I didn't fit it as the wheel is not sliding when in use on the wooden table shown.
