No. It’s a RC cart with wheels that turn horizontally to make the effect of hovering left and right. Still a great gift for any child just buy extra batteries because the batteries that come with it are a bit weak

Yes is remote control wireless.

How long does it take to sync the remote to the kart? I have all the new batteries in correctly, but the light is still flashing and won't work ?

Send it back for a refund while you still can! We bought Mario and Luigi and while they worked initially they since stopped working. It kind of sounds like yours arrived not working at all. I’d return ours if I could.
