It says that they are made in the USA, but that they ship from China. Can someone explain to me how this works?

There is not a tag that says made in the USA on this product. I am guessing that it is US Material that is assembled in China. It is actually high quality material, better than what is pictured and larger than I thought it would be.

Could this bag store a card table and chairs?

Possibly a couple chairs. Not square card table or more than 2 chairs.

Can the bag be put into washer and dryer?
