I seem to be military quality but it is very heavy. I would not advise if you are looking for a good pocket compass. This appears to be designed to take a beating and live in your backpack or on your belt and not in your pocket. **Q: Can declination be adjusted (i.e. - via screw or dial?)** A: Yes **Q: Does it come with a user manual, ie instruction booklet ?** A: Yes, this is made in China. Don't know if that is mainland Communist China or Taiwan China. But, I must say that it's the best made, heaviest, liquid filled compass I have seen come out of China. I have my military issued Lensetic compass, a surveyors compass, and several Suunto compasses, and this is an acceptable model. It comes with a rudimentary manual. I would suggest that you get US Army FM 3-25.26 Map Reading and Land Navigation if you want to know how to use it (available on Amazon also). If you are up on your map skills you can jump to Chapter 9 on Compasses. I needed a decent lensatic compass and this one was mid price range, but had the elements I needed. That being said, I felt I took a gamble given the price was lower than expected. Paid off nicely.This is a solid, heavy compass with more features than the typical military version. It is a well put together item with a good feel to it. I've checked it out with a couple of other instruments and it is spot on. I like the angle features and the look through aspect. Both are nice.For the price, this is an excellent purchase. ### ⭐⭐⭐⭐ Heavy and heavy duty *by P***. on October 13, 2017* Pretty heavy duty compass and I do mean heavy..Its really heavy. I wouldn't be worried if I drop this down a hill or on some rocks. I bought this for my son who does a lot of hiking in the Cascades. It's the reason I bought the one with the climbometer. Thats the reason for 4 stars instead of 5..That was the only cheap part on this thing..seems to be cheap tin..It wont stay upright and the level arm sticks..pretty sure if you dropped it open that that piece would bend or break.
