Could this be worn comfortably under a hard hat to protect my husband's hair?

Depends on how thick his hair is.

It says it is 95% cotton and 5% spandex outer and the liner is 100% satin. since satin and silk are not the same, where is the silk?

When purchased tag will say, “100%SATIN”. Noted the same description which influenced my buy.
