Q: Can you set both a minimum temperature at which point the heater kicks in and also a maximum temperature at which point it turns off? I need 26-27°c.

No. You set a temperature you want it to regulate at and it goes both above and below this. As far as I remember it clicks off 1'C under&over what you've set it at but will continue to rise/fall a bit after the switch. I have mine insulated underneath with polystyrene and seed trays sit on top which has worked perfectly!

Q: Is it costly to keep it running for a long time?

Not noticeably and given that it will be for a relatively short period to help germinate seeds like tomatoes, peppers and courgettes etc., I still think it's worthwhile. The claims are that it is no more than the running cost of a lightbulb. If it's put in a sunny spot it will switch off if the temperature exceeds say maximum set of 20oC which is high enough for most seeds to germinate.

Q: Arrived without a UK plug, is this right or have I got a wrong one?!

Pictures show a UK plug but mine came with an EU plug too
