Yes, when It's fully charged, the light turns to green

Will this turn on it when I move my head and turn off when inactive for a while?

It will not. But you can turn it on or off by waving hands in front of it when the cap light in sensor mode.

When I plug the light in to charge it, the charge indicator light blinks red slowly. What does that mean?
