Does this product bleach your hair first? Like the Loreal Highlights dye?

This product requires bleach to activate. Any permanent hair color is going to include bleach. You’ll combine the pitched color with bleach, then put it on your hair. One step process. Then shampooing after designated time, usually 30-45 mins. That’s hair coloring 101!!

If my hair is salt and pepper, will it come to a light blonde color without brassiness? Or do I have to bleach first?

The 9.00 covers grey. It is not a light blonde really, more a darker subtle blonde. I Definitely don’t bleach first.. I like it and have used it for years.

What developer percentage do you recommend using to cover gray with the 9-00 (extra light blond forte)?

I use 20 volume as I want some lightening from my dark ash blonde natural colour to achieve a mid ash blonde colour ie I don't want to be a bleached blonde. An internet search on cream developer advises as follows: " Choose developer strength according to how many levels you need to lift. Use 20 Vol developer for 1-2 levels, 30 Vol for 2-3 levels & 40 Vol for 3 levels. If you are going more than 3 levels lighter, you will need to use bleach first. Stick to the recommended color and developer mix rules.

Do I need to use the same developer from the same brand as hair color or can I use any developer ?

I think you can use any 20-volume developer but as long as you have to buy some, why not get their brand? It's most likely a good-quality developer. If you have any on hand, I would go ahead and use that up.
