About how many cans can this cooler hold with an adequate amount of ice?

It will hold a 24pack of cans an a your avg gas station bag of ice

The back of my UPS truck can reach 150+ degrees. will it keep my water cold for more than 8 hours?

I leave my cooler in my personal truck, parked in the sun windows up all morning and my lunch and water stays cold for that long. But I have two big freez oaks in the cooler too. Two big freez oaks from Walmart cover the bottom of the 19Qt perfectly.

Does it come with a tray

Yes the cooler/dry box comes with a 6x9 tray and a carry strap.

Is there places on the sides to attach ratchet straps or bungie cords. To tie it down but still be able to open it?

You can use the strap slots for the shoulder strap on the side of the cooler to anchor tie downs.. I made tie downs out of 1 inch polyester webbing and nylon quick connectors to anchor my Engel 19QT while allowing me to still open the lid. I have used the Engel 19QT on the back of a motorcycle and on the back of a Zero Turn Mower that I built rack for. It can be adapted of for boating.
