The instructions talk about using spacers. What are spacers?

If the grinding wheel you have is thin, it will not reach the base of the brush on the shroud. I had to drill out flat washers to put above the grinding wheel to get the cutting surface down low enough to work with the shroud. It depends on the dimensions of the grinding wheel you use.

I’m removing old mastic from a plywood floor. Will this shroud fit on a Harbor Freight 4 1/2 inch , mod no. 99578 angle grinder?

It should fit most grinders but the issue is its only meant for concrete and diamond cup. I tried to use it for polishing and it didnt work there is no depth adjustment.
