Do any bags come with the stand?

No. They do not come with bags. You can get a box of 1000 bags for around $60 I'm pretty sure. We have been very pleased with the stands.

is the stand flat? need it to be flat to fit undertable

I am not sure what you mean by flat, but the bags and the hooks they sit on, do not sit out any further than the base of the stand. The center pole sits about an inch and a half above the top of the bags. Hope this answers your question.

how much weight will the porceian stand hold??

Our church uses it and we purchased the bags specifically meant for the stand at the same time. It holds them just fine.
