Would this paint work on a concrete bird bath base?

Yes I paint concrete pieces in my flower garden often. But you then would most likely need to seal it to protect the fish from any chemicals from seeping out.

Will this work on leather shoes?

Probably not very well, it has plastic texture when dry and peels when rubbed.
