No it doesn't. I cut a skinny triangle out of a sheet of sparkly black foam from Michael's and pinned it to the bum.

Q: There is Velcro on the wings but nothing to attach them to on the body. Any ideas?

No sleeves. It's just the stripped suit. It's also very short, more like a top than like a skirt. I bought it for my one year old last year, and it barely covered her bottom.
