Hi G1man, The bag does not contain any PVC material. Our factory is located in china and provides High quality work gear solutions, mostly to the US.

Can I put a lock on this toolbag?

Not really worth the effort to lock it. Unless it's for child proofing. Only place to lock would be handle and that could easily be cut open with a blade
