I took a closer look at the second one and discovered that the disk that you turn to change direction is stuck to the part that ratchets. Not sure if it's a type of grease that dried out, or something else that happened during or after manufacturing. I used a bit of WD40 behind the disk and held the other end with a 3/8" wrench and that allowed me to slowly turn the disk back and forth. This worked it enough that it now turns and switches direction, but it's still not as loose as I want it to be.
