Will they work with back-flow incense burners like bullet cones do?

No, unfortunately they don't. The smoke just rises like regularly incense cones because there is not a hole in the bottom of the cone.

No these are not backflow, they do not have a conical bottom. They are all flat bottoms. I have used both types in my incense burners, they burn about the same length of time.

Could I melt them with uncented candle wax in a ceramic burner?

No, these are incense, they don't melt. You light the tip of the cone then blow it out. As it smokes you can smell it
