What are the ppr? i need it set to 2 since it’s reading double my rpm

We think you would like to know how to set the engine firing patterns(the default value is 1P1R) to adjust the RPM accuracy, which suitable to gas engine type 4 stroke 2 cylinder or 2 stroke 1 cylinder, so first you must sure what's the type of your engine then switch the 1P1R to followed 1P2R,2P1R......according to the comparison form into user manual, another important thing that's the signal wire must 5-8 circles on the spark plug.

Yes you can splice a wire on to it make the signal wire longer.

Should I wrap the pickup wire around the head of the ignition coil or the spark plug wire (4 stroke)?

Does hour meter count only the hours the motor is ACTUAL running?

yes. the TOT hours will count when machine is running. but it will display when machine is off, and the RPM value will be displayed when machine is on.
