Q: Can it be dissolved in water to use in hydroponics?

Horticultural molasses comes in a liquid already.

Q: I have hard clay soil. Would I just put this on top to improve my soul for later planting or should I mix in?

I am no expert (just a gardener) but I used the Dry Molasses along with compost, tree debris (left from a tree removal company 3 years ago) along with leaves (I mowed them up first) to change the hard clay soil. I first got it very wet to soften it up and then tilled it as best I could before adding compost, tree debris, the molasses and whatever other organic materials I could find. It is very difficult to grow things in hard clay soil.

Q: Can I add this at the same time as corn gluten?

I don't know. I just know this adds beneficial nematodes to the soil. I'm not familiar with corn gluten or what it's for.
