Can this be used with oil base top coat paint to get into closed frame areas?

In theory that's what it's used for. But I couldn't get mine to spray anyting. I work for 43 years in the Collision industry and know how to make things work this would not work. And Amazon wouldn't let me return it sucks sucks sucks don't waste your money on this one and buy one that's more expensive from Eastwood.

approximately 3/8 to 1/2 inch. It doesn't spray a fan pattern as a typical nozzle. It has 4 90 degree holes that spray omnidirectionally.

What is the recommended [minimum] compressor tank size to operate this gun consistently?

I wouldn't recommend this gun for any purpose. I could not make mine work. I'm a retired professional from collision repair and missed the window and sending it back.I would look at the reviews before you consider purchasing this. I would recommend something that cost more although I purchased this brand before in other air tools.

I have not sprayed Ospho. I couldn't get anything to spray this gun read the reviews I wish I would have first I wouldn't recommend anyone buying this.
