Are these really 260mg of elemental magnesium per capsule? That would be incredibly strong, stronger than anything else I've seen.

Magnesium glycinate contains 14.1% of magensium, based on 650mg per cap, the magnesium available would be 91.65mg, so in theory is much less than what they claim on Amazon

Is it normal that powder inside the capsule tastes sweet?

It shouldn’t in my experience of it. There may be other factors at play either in your mouth or within the capsule with contents. Empty a capsule and taste the content then taste the capsule and so on to establish facts.

Also asked seller and no answer. Stopped buying from them. Now I understand that magnesium glycinate can only ever have 14% elemental magnesium. The rest to make up 40% elemental magnesium comes from added non-bound magnesium which is not absorbed by the body. I will stick to fully reacted non-buffered magnesium glycinate.
