Does this router support dual wan, and wan failover?

Yes. Any port or ports can be configured for WAN. Failover can be achieved via scripting inside the router. Solutions can be found on the Internet via search websites.

Can it supply power to the poe out port using its own power supply, or does it just route the power from the poe in port instead?

The RB4011 can power on port 10, while using it's power supply. I have it running an Audience AP using port 10, so no POE needed on ETH1.

What kind of speed do you get on SFP+ 10g?

All depends what sfp modules you're using to match your fiber and compatible with the device.

What is the dhcp client limit. it's it class c?

This unit is a router which can handle class A, B and C DHCP clients. When setting up the DHCP server you choose what CID to use. IE /8, /16, /17, /18, /19, /20, /24, /28, /29, /30.......I hope this helps.
