No, you can use it with or without soap.

Q: Is it possible to turn soap dispensing on and off without emptying the soap tank?

There is no on/off switch for the soap tank. To turn the soap function off, the soap hose will have to be removed. Please ensure you are cleaning the hose and soap tank before storing.
