Depends I was only able to make about 7 med size(finger width) and the were from my root to clavicle. I think this is good for maintenance for small and shorter hair. I think maybe 20 small(size of a straw) one can be made with one pk

Depends on the size of your locs... For medium to small at like 10-14 inches the 4 pack lot should definitely do it, but size and length you're making should be taken into consideration.
