How do you turn the light on and off?

There is a button that you push in. Push once, solid light, push twice and the light fades in and out, push third time to shut off. It's a pretty cool light.

Does it maintain its state (on/off) if power is disconnected and then reconnected?

No. If power disconnected & reconnected you must turn light back on manually.

Can I buy a replacement cable?

Yes, this is a standard USB cable.
