Q: What keeps the tri ball from getting stolen? All I see are pins and cotter keys holding it.

You can not take the tri-ball off the hitch, At worst case they could steal the pins and cotter keys only as long as you have a hitch lock pin locking it to the truck.

Q: is this a good hitch for pulling a travel trailer about 9000 lbs ?

The gross towing weight for the hitch is 14,500 lbs. The hitch is easily the best hitch I've owned/used. The fit and finish are superior. For towing a large travel trailer, you should consider a weight distribution hitch with sway control bars

Q: Will it fit the 2019 4runner ?

You will need a 2” shank, this one is a 2 1/2” and will not fit.
