Why is this not hsa/fsa eligible?

If your HSA won’t pay for it and it’s a medical thing such as a bill or medicine you can always pay yourself back the money. I do that on things my HSA doesn’t pay on. I tag my bank account to my HSA and wire the money over for things I buy out of pocket. Not sure why HSA doesn’t cover it. HSA didn’t cover my cough syrup either.
