I would try a medium. My 5 pound Yorkie wears a Small and my 17 pound Silkie wears a Large. They both fit perfectly and are nice and warm! Hope you enjoy yours!

Can you use a harness

There is a hole on the back for the harness/leash connection so yes, you can. The coat goes over the harness.

How well does this clear a male dog's penis? Does the underside of the coat get peed on?

It is completely clear of my dogs penis. No pee has gotten on the coat no matter how he pees (squat or lift leg).
