When you say it keeps going off just check you have pressed the button on the right to turn it on. If you press the left button that activates a sensor that you trigger when you move your hand in front of it, so it’s on for a couple of minutes goes off and when you move your hand up to turn it on it common automatically. Either that or it needs a good charge, I’ve got 2 of these, 1 in my work bag and 1 in my coat pocket for walking the dogs and they have both been working great

Is the head band washable?

I haven't had need to wash mine but can't se any reason why not.

While jogging, does the light flop up & down, if it has been angled down?

I have never had to angle the torch down, as it illuminates the path well by default. Also, I have never had an issue with the torch moving around whilst running. Just my personal experience, so low-speed jogging around forest tracks is the best I've been able to manage.
