No and if it does you can barely tell. I do not hear the swooshing noise at all. It does rise when you walk. So be mindful if you have thick thighs

Hi I purchased my regular size a medium, the material is stretchy with a skirt liner attached, the liner does rise, I kept mine in some customers cut theirs out. If you're curvy like me I suggest you bye 2X. I hope this helps 😃
