Slightly higher at the heel 1/8-1/4” if that much.

Is the sandal strap length adjustable, are these water proof or water resistant?

The back sandal strap is elastic, so it is adjustable in that way. They are leather so they are not waterproof. I wouldn't get them wet at all.
