Has anyone used this with an asus tuf gaming z690-plus wifi d4 motherboard?

Check ASUS' vendor compatibility list. They list all parts they've tested with their motherboards. Noteworthy is ASUS' warranty policy. As I recall, if you don't use parts that have been tested by ASUS, it may void the warranty. Good luck.

Is this for Intel motherboards?

It should technically work on intel if you key in the ram and timings manually, whether your board can detect the DOCP Profile or not is entirely up to your board. Always check your motherboard's QVL for ensured maximum compatibility.
