Are the features of the app free to use?

The app is free. You can manage your heating with it. If you want monitoring and data, they have a pay-for extension.

Is there a hard wired option? I hate having to swap batteries out and was hoping we could do a straight swap with our current wired thermostat?

The thermostat is battery controlled. The 'hardwired' element in the other answer is the switched live for the heating. Any existing neutral wire isn't used therefore the unit is not powered by any other means but the battery. This is necessary as most current wall stats are only powered when the timer kicks the central heating in.

Will they work without tado thermostat?

So long as you get a starter kit, yes. Check by contacting Tado° via their website to be certain.

Can the add on thermostat be used a mobile thermostat?Rather than buying a radiator valve that is obviously fixed in place could you use this to move

Yes if you use the wireless thermostat - it does not need to be fixed and can be placed anywhere provided it is still within the range of the WIFI signal. Note that this thermostat needs the Tado control unit installed as well to operate the system.
