Is this the same as a regular hot glue stick?

Nope, not at all. Regular glue sticks melt at MUCH lower temperatures and when you feel them, have a bit of rubbery "give" to them. This stuff is really stiff, more like a hard plastic once it's cooled. You need a torch to melt it, and obviously the shape of it doesn't lend itself to being used in a glue gun, so I can't tell you if that would be hot enough, but I'd guess not.

Does this hot melt work on carbon arrows or is the blue Bohning hot melt better for carbon shafts?

The blue is better for carbon. It has a lower melting temperature, so that helps reduce the chance of scorching the shafts.
