Would this bag qualify as carry on luggage?

Yes, this could be technically a carry on bag. However, this won’t fit under the seat of any airline flight and if you pack too much it may not fit in the overhead bin. Check on the exact dimensions of what airlines require then go from there. Otherwise this bag is awesome!

Can i fit my plate carrier here on duty belt?

I’m not sure what a plate carrier is. The bag is generous in size and is sturdy. Very good workmanship with the sting zippers and storage compartments. I’m a truck driver and I use it everyday day opening and closing compartments and I’m 100% satisfied

is this bag waterproof?
