What do you do if the R4 Card is stuck on the loading screen?

Start with a fresh install of the files from the site listed on the card. If just one thing is out of place or missing it will not work.

Can they store 3ds roms for your 3ds.

No. You can put them on there, but it will not play.

The cartridge is not being detected even with the firmware installed?

That happens to me some times. I usually take it out of the ds take out the memory card and then put it back in solidly and put the cartridge back in. It usually works, some times it take a bit tho.
