Can this be used with a pure sine wave 12v to 120v inverter plug into a car cigarette lighter socket?

This charger pulls 210watts. A cigarette lighter socket is only 10amps. 10amps x 12v is only 120w. So no you would need an inverter that is connected to a 20amp 12v source or higher.

Is it dual voltage?eg: 240v?

I have a charger CH2100 built Feb 2019 and read input labeled: 120V 60 Hz 210 W. I have used it with nominal 120 VAC 60Hz and achieved satisfactory charging.

One of my chargers has a fan the other does not??

Mine had a fan is yours new or a older model

I ordered one, but when it arrived, it had a US plug on it. On checking the label, it said 110v 60Hz. No indication of this on the web site. Probably great if that is what you want
