Yes, the unit 24/12 unit can do that as long as the starting battery or batteries are total 12vdc. I have used the 12/12 unit on a few devices. You can define the output as well with the phone app. This is a great little device.

Q: Is this water/weather proof?

This has a an IP43 rating. Protected from tools and small wires greater than 1 millimeter. Protected from water spray less than 60 degrees from vertical.

No - 24 volts is 24 volts & 12 volts is 12 volts.

It depends on how long of a run you need. For around a 6 foot run, 8AWG will do for 12V, and 10AWG for 24V. The remote function is not necessary to use this device. It is simply a way to remotely enable or disable this device, typically with a hardwired switch. You can leave it as is
